For the sake of argument, let's assume I wanted to cast a part for a movie.
Let us assume that I want every agent submitting for every appropriate available actor. I want every actor of every ethnicity to feel welcome to submitting a headshot and a portfolio of their work or audition video.
Which one of these phrases should I use to specify this in the casting call?
Critical thinking time: Do these phrases mean the same thing? Do these phrases imply the same thing? How is one different from the other? What impression does each one give you about the role being cast? What impression does each one give you about the intended, or resultant, applicants?
FIRST, let us examine what some official casting calls look like, for both roles of specified and unspecified ethnicities:
Looks pretty cut and dry, yeah? NEXT, let's look at what the official casting call for the four young leads for Paramount's upcoming live-action Avatar: The Last Airbender looked like--while keeping in mind that these characters canonically hail from the equivalent of Tibetan, Inuit, and pan-Eastern-Asian cultures:
Finally, after seeing how Paramount preferred to handle the casting for the film leads, let us look into how they made their casting call for Avatar extras--people without dialogue or scripted interaction, intended only to walk the background and fill space and not actually impact events in any way:
Ahh, the old "casting for 'ethnic'-ness only in roles of no consequence" song and dance. Unfortunately I'm Japanese, but if any Koreans needed me to lend them one or two family kimonos, I'd have been good for it. They'd also like you to bring any martial arts experience or basket weaving skills with you.
African + head scarf = Ukranian! It's just like the 300 Non-white + piercings = Persian equation! (Oh wait, unless it's a Persian hero--then you go fetch Jake Gyllenhaal...) Stay classy, casting director. Stay classy.

PARAMOUNT'S AVATAR
(Casting call for core, leading cast)
[Source]
Edit: Above source now outdated since filming is underway, thus casting call text has been swapped out for available positions. Fortunately, screencaps of the casting call have been saved [here]
[ AANG ]
12-15 years-old, Male, Caucasian or any other ethnicity. We are looking for a young man to play the lead role in a motion picture franchise. He must be athletic and graceful with an ability in Martial Arts (not necessarily extensive experience, but at least an aptitude for it). Kids with experience in gymnastics, dance, or sports could also be good. He is a young adventurer and should seem like the type of young man who will grow up to be heroic.
[ KATARA ]
14-17 years-old, Female, Caucasian or any other ethnicity. She is Sokka's younger sister. She is a headstrong and determined girl with a real sense of idealism. She believes in herself and feels that she can play on the same team as the boys. She is beautiful, intelligent, passionate, feisty, and has a real sense of adventure.
[ SOKKA ]
16-20 years-old, Male, Caucasian or any other ethnicity. He is Katara¹s older brother. He is intelligent but awkward, and very funny (although not necessarily intentionally so). He aspires to greatness, but he tends to doubt himself. He is always one to be swayed by a pretty girl.
[ ZUKO ]
16-20 years-old, Male, Caucasian or any other ethnicity. He is a brooding, intense young man who wrestles - not always successfully - with being good. Regaining his honor is a driving impetus for him. He is extremely handsome and is the type of dangerous boy every girl falls in love with. Athletic and/or martial arts experience is a plus.
Finally, after seeing how Paramount preferred to handle the casting for the film leads, let us look into how they made their casting call for Avatar extras--people without dialogue or scripted interaction, intended only to walk the background and fill space and not actually impact events in any way:
"We want you to dress in traditional cultural ethnic attire," [Deedee Rickets, the casting director for the film] said. "If you're Korean, wear a kimono." [Source]
One middle-aged black woman, clad in a denim jacket and black slacks, raised her hand. "Are you at a disadvantage if you didn't wear a costume?" she asked, evidently concerned about her "non-ethnic" outfit.
"Absolutely not!" Rickets reassured her. "It doesn't mean you're at a disadvantage if you didn't come in a big African thing. But guys, even if you came with a scarf today, put it over your head so you'll look like a Ukrainian villager or whatever." [Source]
African + head scarf = Ukranian! It's just like the 300 Non-white + piercings = Persian equation! (Oh wait, unless it's a Persian hero--then you go fetch Jake Gyllenhaal...) Stay classy, casting director. Stay classy.

Comments
(I haven't really been commenting on your Avatar posts because I don't have anything to bring to the table, but I am finding them really interesting and eye-opening.)
YOU'RE MAKIN' US LOOK BAD, CRACKER.
Just like they want Caucasians showing up for the parts (and ehhh "other ethnicities", sure, why not, we can't stop 'em...)
Ya know, I'm not an Avatar, but the right casting might have gotten me to see the movie.
This, ain't the right casting.
Also, I... am in shock. Now that I see the ignorance here, in black and white, I... have to say, all my hopes that the casting crew couldn't possibly be so ignorant are... zilch.
There are no words.
I might've jumped the gun in feeling let down right after seeing the announcements (like before seeing what the actual text of the casting calls were) but.. you know, the history of this thing happening and all. I had no reason to be hopeful. STILL, seeing the actual casting call IS so much more damning. I mean, if they had just picked up the four best kids who happened to be Anglo when they really asked everyone to show up, that would be one thing. But when they express favoritism right off the bat.. y'know? -_-
(Actually, I think some film school had conducted a test about the language of casting calls. I wish I could find it, but basically even when they DO say, "all ethnicities", it's still pretty rare for people of color to show up, because they don't expect to be chosen over a Caucasian actor, with the industry's history of turning them away at the door with, "Well, you're more 'ethnic' than we want...")
Actually I don't even know.
What is the emotion that discribes to want to punch someone in the teeth exept times ten.
.... you know, I've sat here for a couple of minutes now wondering whether the appropriate response is to laugh my butt off or just weep.
That phrase? If you want something short and sweet that tells you everything that's wrong with this casting fiasco, this is a damned good candidate.
As for the casting director? What. A. DWEEB.
LOL DWEEB. That's such a great word. People totally need to use that more often XD
I am not Asian and I am offended by this D8
It's like being told "If you are Spanish, wear a bowler hat". What the fuck is wrong with these people? xD This is the wankiest thing I've seen in ages.
Oh, though she did also imply that a person of African descent + scarf = Ukranian.
This movie is going to blow SO HARD for so very many reasons.
And also: He is extremely handsome and is the type of dangerous boy every girl falls in love with. - ...is it just me, or does that seem kind of troublesome? I mean, I guess it's true, what with all the Zuko fangirling, but I think it's kind of missing the point of his character entirely if they're defining him as ~handsome and brooding.~ Or it could be that I hate absolutely every single thing that I've heard about this movie and am just feeling touchy and hyper-critical. :P
-_-
(...that actually wasn't sarcasm. Yay distracting rage!)
*hem* FUCK YOU HOLLYWOOD AND THE ANIMATRONIC AND/OR MISTREATED HORSE YOU RODE IN ON.
Every time I think it can't get any worse... it turns out there is a whole mountain of worse left to mine.
They are determined to get every speck out OH YES.
I mean, it's.. to ME, it's one of the least offensive facets of this, um, worsening mountain. But it's definitely filling the mountain with Grade-A FAIL.
(A winning combo of fail AND offensive is more in Jackson Rathbone's direction...)
Is it just me or does "Caucasian or any other ethnicity" reads as "Please send us Caucasian. But if no one shows up, other ethnicities are okay, too."??! It pretty much sounds like an alibi excuse: "But we searched for ethnicities. FOR REALZ!! D:" Yeah, sure!
Also the character descriptions are pretty much crap. They don't even mention that Katara and Sokka have like dark skin. I also had to laugh at the super-handsome Zuko shit. At least for me Zuko wasn't really what I'd call handsome with that huge scar and his hairdo in season 1. XD I would have preferred if they'd searched for a skilled actor rather than for ... Jesse McCartney. D:

I mean, not only that: I can't remember who exactly did this, but an American film school (or something) conducted a test about the language of casting calls. They found that EVEN when you say, "All ethnicities," people of color are STILL proportionally less likely to show up for it than Caucasians, because most know that even for ethnically-neutral roles, studios tend to favor people who aren't, as they call it, "too ethnic". So really, "Caucasian and other ethnicities?" That's pretty much a, "Hey PoCs--eh, show up if you want, I guess. For all the good it'll do ya.."
I imagine they thought it would look rather silly if they said:
[ KATARA ]
14-17 years-old, Female, Caucasian or any other ethnicity. She's brown. (But- BUT NOT TOO BROWN!)
maybe we can get the mcCartney fans (does he still have any? lol) to tell him how this is all made of fail and maybe. oh. its no use. (i was thinking of the actor that plays the main vampire in *shudder* twilight. he was dissing the book/movie he was in/HIS CHARACTER, and others, all the way hahahaha)
admittedly, my only source of this is you for now. are the avatar kids not up in arms? whats goin on?
Then there's the other camp (mostly ambivalent or uninformed), who're pretty much like, "So what? As long as they can act, it doesn't matter!" and ignoring the IRL implications of the casting.
And then there's the combatively defensive camp, who scream that by protesting the cast, we're being "REVERSE RACISTS" and other such nonsense (including, but not limited to, "if you only audition Asians to play Asians, that's affirmative action!") *eyeroll*
And then some 13 year old on some "Avatar" forum was like, "We're still tainted by the Korean and Vietnam wars! Just wait, and let the old prejudices die before we can be ready for an Asian hero!"
... dude, what?
If they were doing it right and/or at least attempting to stay faithful to the source, it should have at the very least read "Asian or any other ethnicity."
If you're Korean, wear a kimono."
And if you're Native American, you might want to come wearing a 19th century US Army uniform, just for kicks. *dies a little* I don't know what's worse, the fact that the casting dirctor apparently thinks everyone in Asia wears kimonos, or the fact that they know so little about 20th century history that they seriously suggested people of Korean descent ought to show up in traditional Japanese clothes.
*I don't have an idiocy-related icons, so here's one implying that the Avatar casting makes Tony Stark weep brokenly*
AVATAR CASTING DRIVES TONY TO DRINK.
Wow. Just. WOW. I hadn't seen the language for the original casting calls before, and it makes the already bad casting calls for the extras even worse. And their claim of not having enough Asian/Inuit/Native/Tibetan actors is such bunk! They didn't even bother to really look! I hate them so much.

::pant pant pant::
This casting call is made of fail, :(
